Sub:-Notice   of   two days   strike  on20/02/2013 and 21/02/2013 served  by postal Joint Council of Action (PJCA),  National Federation of Postal Employees  (NFPE),Federation of National Postal Organisation (FNPO) All India Postal Employees Union GDS (NFPE),National Union of Gramin Dak Sevaks,(FNPO) and Bhartiya Postal Employees Federation(BPEF) and All India Postal Extra Departmental Employees (AIPEDEU) GDS--Reg
         
It has been intimated by Region al office Trichy Vide Endorsement VIG/17-2/Strike/FEB-13/TR dated 13.02.2013.  on the above mentioned subject  that  postal Joint Council of Action (PJCA),  National Federation of Postal Employees  (NFPE),Federation of National Postal Organisation (FNPO) All India Postal Employees Union GDS (NFPE),National Union of Gramin Dak Sevaks,(FNPO) and Bharatiya Postal Employees Federation(BPEF) and All India Postal Extra Departmental Employees (AIPEDEU) GDS served the strike notice for two  days .This strike notice is in the wake of the nationwide strike 20.02.2013. and 21.02.2013. (two days). In this connection the Directorate has instructed to ensure smooth functioning of the Post offices ensuring adequate security to the sophisticated equipments like Computer/Server etc. and the employees willing to perform duty are not harassed/prevented from entering office to perform duty by the striking employees.  Directorate has made it clear that apart from the application of the principle of “No work No pay”  and it may  invite  action in terms of provisions contained in Rules of the Department..  In case of GDS,  the absence on strike will constitute “ Break in Service”. The staff may also be appraised of the fact that the issues raised in the charter of Demands PART I concern of the entire   Central Government of India  staff and   in respect of PART II   alone  concerning to Department of Posts..

1.   The contents of the letter and the following further instructions may please be circulated amongst all the officials in your office and also those on leave/ deputation.  The Bos should be informed through BO slips.
2.   All Post offices should be kept open as usual.  All concerned should ensure normal functioning of the offices.
3.   Receipt and despatch of mails should be carried out as usual.  Counter services and delivery arrangements must be provided without interruption.
4.   Leave including Medical Leave WILL NOT be granted to officials except in the cases of Hospitalization till  normalcy is resorted.  No casual  leave should be granted to sub ordinate staff by the Post Masters/ Sub Post masters /Sub Divisional heads.  Any emergent situation warranting any official  to be on leave should be reported  to this office immediately and the official put in such a situation should not be relived without the specific orders from this office.

5.   Un authorized absence from duty under any form of coverage will result in non payment of pay and allowances besides appropriate disciplinary action..

6.   The Postmasters/Sub Postmasters should collect the keys from the joint custodians (Treasurers)  in case they intend to participate in the proposed strike positively at the close of business on 19.02.2013. In case, the heads of offices intend to participate in the strike, it would be at their risk. In such a circumstance they should hand over the keys of the office including that of the joint custodian to the next senior most Postal Assistant under acquittance, if any of them is not taking part in the proposed strike.

7.   There should be no hesitation to hand over charge of office to the substitute posted in place of officials opting to go on strike.

8.   No official should leave the headquarters during the period of strike.  The heads of offices should necessarily remain in the headquarters and take safety and security of the post offices.  They should be in a position to hand over the charge of the post office to any of the nominated officers/PAs under special authorization by this office.

9.   Remittance of cash and valuables by post should be avoided till normal is restored.                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                    

10.    The office letter box must be cleared by the SPM/PA on duty and should ensure one delivery besides window delivery.

11. .  DELIVERY AND DESPATCH OF SPEED POST ARTICLES should not be disrupted at any cost and under any circumstance.

12.    Proper security arrangement to the loyal staff., mail and properties may be done in liaison with local Supdt of Police/DIG/IG as the case may be.

13.    A CONTROL ROOM in the Divisional office will function from 1800 hours on 19.02.2013.onwards with telephone numbers PDK 04322 221220/04322 221400. Unusual occurrence if any should be promptly reported to the control room. The first report should be sent at 0800 hours on  13.07.2010 and periodically for every one hour.

14.    Further all out efforts should be made to clear the arrear of work that accumulated on account of strike on the next day.

Sub: Departmental Examination for promotion to the cadre of Postman/Mail guard  for  the  vacancies of   2012   to be held on 14.04.2013 (Sunday)-reg.
                             
   
             The Departmental Competitive Examination for promotion to the cadre of Postman for filling up the the vacancies is scheduled to be held on 14.04.2013 vide CO letter No.REP/5-1/Exam/2013 dated 12.02.13.

            Conduct of Exams:
                        In respect of Postman cadre, the Examination  will be conducted as per Postmen/Mail Guard ( Amendment ) Recruitment Rules 2012, mentioned in the Directorate letter no 44-14/2009-SPB 1 dated 12.07.2012
            Vacancies:
                        The vacancies for the year 2012, will be notified later. All eligible MTS/GDS may be permitted to appear for the Exam even though there are no vacancies in the Division.
            Eligibility criteria :
                        For the vacancies of 2012
a)      MTS 3 years of Group D service as on 01.01.2012
b)     GDS 5 years of Service as on 01.01.2012 and age limit 50 years (relaxable by 3 years OBC, 5 years SC/ST) as on 01.01.2012
Note : Age concession for OBC/SC/ST candidates is applicable against the respecttive reserved quota of vacancies.

  Educational Qualification :

            No   educational  qualification  is  prescribed  for  MTS  officials.
 For GDSs,  the  minimum  educational  qualification  prescribed  is  a  pass  in               
 SSLC   or   equivalent   except   for  those  GDSs  who  were  in  service prior to
 25.09.1987 for  whom  the educational qualification is a pass  in  VIII  standard.  
    
Number of chances:
               There is no limit for the number of chances to appear in the above examination for both the MTS officials and GDSs who are otherwise eligible for the examination.

     Syllabus : Aptitude test of level of 10th with following topics
Part A: 25 Marks on GK, Reasoning, Analytical- Multiple choice questions
Part B: 25 Marks on Mathematics – Multiple choice questions
Part C(1): 25 Marks on English - Objective / Multiple choice
Part C (2): 25 Marks on Regional language – Objective/ Multiple choice
Duration of Exam : 90 minutes
                

   QUALIFYING MARKS:
a.      Parts A and B - Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks  for OBC candidates in each part.
b.      Parts C ( Two segments)- Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC candidates in each segment.
c.       40% marks for OC, 33 marks for SC/ST and 37 marks for OBC candidates in aggregate.


Venue of Exam: Trichy

Exam Fee : 5 Rupees UCR Receipt with Application form ( no exemption        for any category ). All female candidates and candidates belonging to SC/ST/Physically handicapped categories are exempted from payment of fee.
 Photos : Two passport size photographs (latest).  One pasted in the application form and the other pinned in the application for hall permit.

            This is a notification regarding holding of Competitive Examination restricted to GDS for filling up the posts of Multi-Tasking Staff for the vacancies of the year 2011, as per instructions contained in Directorate’s letters No. 45-2/2011-SPB-I dated 18.10.2012 and A-3401/01/2012-DE dated 19.10.2012. The examination is scheduled to be held on 31.03.2013.
           
1.         Conduct of exam:
           
For Multi-Tasking Staff cadre, examination will be conducted as per Department of Posts Multi Tasking Staff Recruitment Rules, 2010, communicated by Directorate vide letter No. 45-2/2011-SPB-I dated 27.01.2011, for the category of

“ 25% of direct recruitment on the basis of Competitive Examination restricted to the Gramin Dak Sevaks of the Division or Unit in Subordinate Offices”.
           
2.         Vacancies for holding the exam:

            The Examination for filling up the posts of Multi-Tasking Staff will be conducted for the vacancies of the year 2011 .( The vacancies will be notified later, but before Exam)

         * Examination will not be conducted for the Division/Units having ‘Nil’ vacancies.

3.         Examination Fee:
            There is no examination fee, as there are no orders from Directorate.

4.         Photos:
            The applicant should enclose two passport size photos along with the application, out of which one may be pasted in the Hall Permit.

5.         Eligibility Criteria:
All Gramin Dak Sevaks officials who are appointed and applied before the last date of receipt of applications, i.e before  26.02.2013 and who are upto  the age limit of 50 years as on 01.01.2011 are eligible to apply. The age limit is relaxable for those belonging to Scheduled Caste/Scheduled Tribes upto five years and for those belonging to Other Backward Classes upto three years. The age concession for OBC/SC/ST candidates is applicable only against respective reserved quota of vacancies.
                                                                                   
6.         Pattern & Syllabus for the examination:
            In accordance with the instructions contained in Directorate letter No. 45-14(i)/2012-SPB-I dated 31.07.2012, the revised pattern and syllabus for the examination is furnished below:
            I. Candidates shall be subjected to an Aptitude Test of the level of 10th class/matriculation covering the following subjects/topics:

Part ‘A’-25 marks:
25 questions on General knowledge- Multiple choice questions

Part ‘B’-25 marks:
 25 questions of Mathematics- Multiple choice questions

Part ‘C’– (Two segments)
 (i) 25 marks – 25 questions - English language- Objective Type/ Multiple choice questions
(ii) 25 marks – 25 questions - Regional language - Objective Type/ Multiple choice questions

            II. DURATION OF EXAMINATION: 90 minutes.

            III. QUALIFYING MARKS:

a.      Parts A and B - Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks  for OBC candidates in each part.
b.      Parts C ( Two segments)- Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC candidates in each segment.

            The last date for submission of applications by the candidates to the  Sub Divisional Heads concerned is    26.02.2013. ( Last date for submission of applications by Sub Divisional Head to Divisional Office is 28.02.13.) The Regional PMG will be the deciding authority for permitting the candidates. The Regional PMG will ensure issue of hall permits to the permitted candidates on 22.03.2013, after approval from Circle Office. The application format is also enclosed.
