It
has been intimated by Region al office Trichy Vide Endorsement VIG/17-2/Strike/FEB-13/TR
dated 13.02.2013. on the above mentioned
subject that postal Joint Council of Action (PJCA), National Federation of Postal Employees (NFPE),Federation of National Postal
Organisation (FNPO) All India Postal Employees Union GDS (NFPE),National Union
of Gramin Dak Sevaks,(FNPO) and Bharatiya Postal Employees Federation(BPEF) and
All India Postal Extra Departmental Employees (AIPEDEU) GDS served the strike
notice for two days .This strike notice
is in the wake of the nationwide strike 20.02.2013. and 21.02.2013. (two days).
In this connection the Directorate has instructed to ensure smooth functioning
of the Post offices ensuring adequate security to the sophisticated equipments
like Computer/Server etc. and the employees willing to perform duty are not
harassed/prevented from entering office to perform duty by the striking
employees. Directorate has made it clear
that apart from the application of the principle of “No work No pay” and it may
invite action in terms of
provisions contained in Rules of the Department.. In case of GDS, the absence on strike will constitute “ Break
in Service”. The staff may also be appraised of the fact that the issues raised
in the charter of Demands PART I concern of the entire Central Government of India staff and in
respect of PART II alone concerning to Department of Posts..

The contents of the
letter and the following further instructions may please be circulated amongst
all the officials in your office and also those on leave/ deputation. The Bos should be informed through BO slips.
2.
All Post offices
should be kept open as usual. All
concerned should ensure normal functioning of the offices.
3.
Receipt and despatch
of mails should be carried out as usual.
Counter services and delivery arrangements must be provided without
interruption.
4.
Leave including
Medical Leave WILL NOT be granted to officials except in the cases of Hospitalization
till normalcy is resorted. No casual
leave should be granted to sub ordinate staff by the Post Masters/ Sub
Post masters /Sub Divisional heads. Any
emergent situation warranting any official
to be on leave should be reported
to this office immediately and the official put in such a situation
should not be relived without the specific orders from this office.

Un authorized absence
from duty under any form of coverage will result in non payment of pay and
allowances besides appropriate disciplinary action..

The Postmasters/Sub
Postmasters should collect the keys from the joint custodians (Treasurers) in case they intend to participate in the
proposed strike positively at the close of business on 19.02.2013. In case, the
heads of offices intend to participate in the strike, it would be at their
risk. In such a circumstance they should hand over the keys of the office
including that of the joint custodian to the next senior most Postal Assistant
under acquittance, if any of them is not taking part in the proposed strike.
7.
There should be no
hesitation to hand over charge of office to the substitute posted in place of
officials opting to go on strike.
8.
No official should leave the headquarters
during the period of strike. The heads
of offices should necessarily remain in the headquarters and take safety and
security of the post offices. They
should be in a position to hand over the charge of the post office to any of
the nominated officers/PAs under special authorization by this office.
9.
Remittance of cash and
valuables by post should be avoided till normal is restored.
10. The office letter box must be cleared by the SPM/PA on duty and
should ensure one delivery besides window delivery.
11. . DELIVERY AND DESPATCH OF SPEED POST ARTICLES
should not be disrupted at any cost and under any circumstance.
12. Proper security arrangement to the loyal
staff., mail and properties may be done in liaison with local Supdt of
Police/DIG/IG as the case may be.
13. A CONTROL ROOM in the Divisional office will
function from 1800 hours on 19.02.2013.onwards with telephone numbers PDK 04322
221220/04322 221400. Unusual occurrence if any should be promptly reported to
the control room. The first report should be sent at 0800 hours on 13.07.2010 and periodically for every one
hour.
14. Further all out efforts should be made to
clear the arrear of work that accumulated on account of strike on the next day.
15. Please acknowledge receipt of this letter by
return of post.
